I didn't realise it was so bad at those places We've been shopping from Petsmart (and got Speckles 2 from) and have found a few good toys there since we bought our little companion, but I never bothered asking the staff what they knew about the birds and whenever I saw the bigger birds other than budgies they always had a toy of some kind in their enclosure. I went to Petco once too, but not to buy, and the staff seemed friendly after I inquired about a turtle that looked like it had passed on but was actually just getting some sleep
